I just bought a bottle of Olivia care rosemary hair oil and I honestly have no idea whether its safe to use or not, and also I have no idea how to use it so clearly I'm off to a very great start

The ingredients in it are: Carthamus Tinctorius (Safflower) Seed Oil, Rosmarinus Officinalis (Rosemary) Leaf Extract, Mentha Piperita (Peppermint) oil

I've checked the bottle and there is no guide to how much I would need to dilute it, so is this already pre-diluted?

Also, my hair is currently past tailbone length and I've heard that rosemary oil speeds up the growing process which can cause some fall out, so would using it cause my hair to thin at the ends?

Sorry for the hundreds of questions, I would really appreciate any and all feedback, and if this hair oil ends up being a scam I would love to hear any recommendations for ones that people have found success with
